The Three Horns of the Ottoman Empire

After about 1650 it was clear that the Ottomans started to fall behind European powers in terms of tax revenue, administration and technology. This illustrates the third big very difficult almost insurmountable challenge for the Ottoman Empire which was the rise of their European rivals to the north and west. So these were the two horns of the dilemma and the empire never really figured out what to do about it. One apparent solution was to basically grant autonomy and internal self-government to these local regions on the expectation that they would still pay regular tribute or give military service. But this usually didn't work. More often the process would hasten the process of these local areas breaking away and the empire losing them
