Is Microsoft's Game Pass Full?

Halo Infinite is an example of the not being able to do one well, we see Microsoft be able to release games that are surprisingly great and polished like high fi rush. I think this issue where you have these friction between teams is a result of Microsoft's policy. It's not because of game pass. We won't see this narrative go away until Microsoft does start to deliver quality on a consistent basis.
