The way contracting used to be done a hundred years ago because it's changed a lot I think mostly because of World War II where the government just needed to pour money on companies. The problem is with a cost plus contract when you get paid for your time materials and a fixed percentage of profit on top what it really means is you make more money in some cases by failing than by succeeding.
