The Confederate Mind and the Navy

The South didn't really think very hard about having a Navy. Gideon Wells, who's the Secretary of the Navy, controls a lot of the southern sea coast. He has his own little fiefdom and he has his own rules. So he starts solving his manpower problem by employing escaped slaves. They're signed on to naval vessels in shipyards. And this tradition continued throughout the war.
