Where Is the President's Authority?

The president can talk about anything he wants, and he can if he wants to have a negotiation. He can nego at anything he wants. Whether he can sign something and implement something and actually agree to anything is a much more complicated legal question. I found it, personally, quite amusing. Many foreign leaders don't really want the disciplines of a free trade agreement with the united states because we make it hard. We ask them for real market opening, real transparency, things like that. And i think somehow president drum figured that out.
