Why Is It Not Legal to Build Apartment Buildings Near Train Stations?

The big thing is not the amount of mass transit that exists, right? So a place like Los Angeles has a metro system the size of Barcelona's. But Barcelona gets significantly more ridership despite the fact that Barcelona is smaller than Los Angeles. And the biggest reason for this is that in the United States, the land use policies are designed to promote suburban development. It's usually not legal to build apartment buildings near train stations like it was in the old days.
