The way Mac users used menus was to click on the word that was the menu title and you held the mouse button down. You would move the cursor down until the item that you wanted to select was highlighted, then you'd release the mouse button and it would select that item. That was the only way to use menus from the menu bar on the Mac. Obviously, eventually windows came out and when windows came out, they didn't do it that way. Clicking and having the menu go down is essentially a mode because at that point, the next place you click is either in the menu, or it's not in the menu,.
