i get the feeling that some countries like, like russia, are kind of like a generation, maybe two, behind america. I think for my parents generation, that kind o was true. It was a stable society. The education was not, i wouldn't say great, but it worked,. They could just study, get a good grade and then get a job at a big company  and work that company their whole life and retire.
