The MTA's Budget Office Is One Example of This

The MTA itself is assessing that inflation will be 5% for 2023 and then it says it'll go back down to 2%. So what we've done is we've allocated for an additional 150 million dollars a year so that the union allocation is at least at the very minimum in line with what it has cost in the past. I think having riders who can actually vote who are not you know nominated by the governor or nominate by the mayor or nominated by the executive of an MTA county  changes the nature of the bird because these riders have votes.
