How to Create a Bitcoin Developer's BIP

If you think that something is worth standardizing or talking about in public frequently and having a reference like that, I think the first that would be to float the idea to other Bitcoin developers. The BIPs maintainers will assign a number once it fulfills the requirements. There's no way for something to become official because there's no official resources or websites or releases in Bitcoin. Anybody can just create a GitHub account, start checking out software proposing PRs, and they'll get feedback and merged if it meets the review.
