The deleted scene has a lot to do with Mon Mothma's appearance in Andor. She was part of the talks for the delegation of 2000, whom many were part of this loyalist committee. This petition was formally protested against Palpatine's actions and he still hasn't given back emergency powers from Attack of the Clones.
