Affiliate Programs - Is That Still the Strategy?

If you don't have enough back links, you're probably still going to get outranked by your competitors. You would want to think about affiliates from the purpose of building an affiliate network, not from a purpose of generating links. And yet, in to day's environment, is that still the strategy, as it's just a matter of links?
