The idea is that emergence is not unlike causation, as it's usually understood. The emergence is supposed to be sort of instantiated or recurrent at the same time or over the same temporal interval as the lower level going on upon which it depends. And that's true for both the forms of physically acceptable emergence that are associated with non-reductive physicalism and those associated with British emergentism. So in the sciences, you have a scientific consensus and a special structure of the special sciences suggesting that macro entities inherit their matter from the lower level.
