Is the Fed's Target of 2% in the Modern Fiat Economy?

Going back to the year 1970, there have only been 11 years since then where inflation has been 2% or lower. And 8 of those 11 years happened after the 2008 financial crisis. In fact, it should be harder for the Fed to achieve that goal because we have so much more debt now than we had back then. We haven't even reached a new equilibrium yet to reflect all the new money that is now in circulation.
