In the 1990s and in the early 2000s we lived in what we call generally a unipolar world. The United States for a period of time was oddly unconstrained by the traditional concerns of the balance of power. When you have one power that is extraordinarily more powerful than the others then that systemic constraint is less imposing. So it becomes very difficult to try and explain the behavior of that sole superpower or unipolar.
