As early as 1960 with the Barry Goldwater campaign, these kind of right wing ideas are coming back into fashion. By the time we get to the 70s, there are lots of bits of the American economy that's not working very well anymore. And yet here's a set of new ideas, or at least they seem new, that Jimmy Carter begins to draw upon somewhat carefully.
