The Helvi and the History of Islam in Bharat
The Helvi comes out with two central philosophies which continue to influence the history of this country and which influence the Kailafat movement as well as the Partition of India. So he specifically says that Islam mandates and requires the establishment of a Kailaf at so that there is a centralized unified command under which all Muslim rulers can function in this land. Everywhere he says it starts with Bharat because this happens to be the biggest possession in their hands. There's a multiplier effect with multiple institutions mushering all of the country.
