The harring of the North was a deliberate devastation of great swathes of land. Thousands of people died of starvation and siege corn was destroyed cattle were killed. The king was taxing the people very heavily and that taxation was felt to be tyrannically oppressive so that having nothing with which to support themselves they're then supposed to be paying for his activities  and what the great building started didn't it?
