The Inadequateness of the National Security Apparatus
The National Security Council was created in 1947 out of the National Security Act. The day after 9-11, we had in the room the Transportation Secretary, the Treasury Secretary, the people who handled the borders. And so what you suddenly realized is this thing is completely inadequate. In a crisis like that, you do tend to start to just invent on the fly.
