Zajroff took informal soundings from the German industrialists in Thienville, while at the same time putting up an alternative blockade planned to French headquarters. Lloyd George sought Zajroff's advice on the chance of securing a token withdrawal of troops on both sides of the front on New Year's Day. An appeal which he distorted into a mutual agreement between the Allies and the Central Powers to respect each other's arms factories.
