There was a mis match between the rhetoric and what we're actually doing. We did send some soviet era anti aircraft systems, i'm told recently,. But there are other more powerful systems that are more powerful than s 300 which we have not sent. The ucranians insist that they need it. They want it. It will be helpful. I think we need to trust them. On phosphorus: Is this phosphorus, the use ofoe phosphorus bombs, to you cross that line on the use of chemical weapons to change natos calculus or not?
