Confederacy

In december, not sure that they really want to join the confederacy. But by selecting these folks as the provisional government, it's sending a message to these upper south states: We're going to be a reasonable nation. It's not radical people, it's more moderate lawmakers. So what happens next is that these states start thinking about secession again, right? But they are not out of the union yet. And we have the border south.
