What Would Happen if Electromagnetism Was Weaker?

electromagnetism is what organizes matter into atoms, all right. The electron is captured by a proton to make hydrogen, and is captured by electro magnetism. And that happened when the universe was cooling. So then what would happen if the electromagnetic force was weaker? What kinds of, what kinds of consequences would it have in our universe?
