How to Make Experimentation Ethical

How do we define what is bad and how do we make people aware of that? The whole issue around small organizations much of what Craig talked about which because the interview was around you know programs teams big aug stuff now. How do we get them to sign up to ethical charters for experimentation and making sure they're educated before they sign up it's just doesn't not happen is it I don't see how that flies with these really small companies.
