Doctor carl hart is a professor of psychology at columbia university. Is also a research scientist at the new york state psychiatric institute. He's on the board of directors for maps, an organization that promotes mental health awareness and education about drug use in America. Carl says we need to look at our war on drugs holistically as it relates to "psychodolic exceptionalism"
