Is Aquinas a Juicing Evidence?

Aquinas is making a metaphysical point there that fire. And so far as it is fire acts to heat and illuminate, let's say. Were it not to heat were to be doing something other than heating, it wouldn't be fire. So I think when he adduces that evidence, he's making a metaphysical observation rather than a more inductive empirical observation.
