Most people have forgotten about the famine by the 1850s. People have sort of moved on from the famine as they now become an Irish issue. In a sense, the British government has abrogated its responsibility to these people in 1847. Compared with other troubles that were going at the time, the money spent on the Irish question was meager. Britain spends somewhere in the region of 70 million on the Crimean War, yet the relief of the Irish famine is estimated to be under 10 million. So it's about priority. It's where there's a will there's a way.
