How to Make Institutions Non-Hierarchical
The first thing Beer did was map and model Chile's entire economy. He wanted to create a vast computer network that connected all the factories in Chile. But there were only a handful of computers in all of Chile, so they improvised. A Telix machine looks like a typewriter but it's hooked up to a telephone line. Every day someone from a factory would send data via Telix to another Telix where it would be received by an operator then entered into the central computer.
