The Differences Between Privateering and Piracy
In the late 17th and early 18th centuries, there wasn't really a reason not to make a distinction between privateering and piracy. But by the time of the American Revolution, there was a distinction between piracy and privateering. When it's practiced as it's supposed to be by countries that are at war, they use privateering as a way to create a free navy in a sense.
