What Can We Learn About Police Behavior?
"They conspire. They seek to protect each other," he says of police unions. "Really they see themselves as a gang, not unlike many of the street gangs." In fact, North Tampa agrees with you about the union sees one of the few former police chiefs of a major city that has a really negative opinion about police unions. And so I want to ask what can we learn about what police behavior is likely to be like based on incentives? What incentives are at play here?
