I am not talking about a radical change in american policy, such as the abandonment of the policy of strategic ambiguity. What it means is planting a doubt in the minds of potential aggressors of sufficient magnitude to influence that aggressor's judgment. I believe that we can do this at a relatively modest cost, not nothing, but it would represent an investment in maintaining peace that would be much, much small than the costs of failing to maintain the peace. Unless you believe that the united states should simply retreat from the alliances in asia that we have created since since the end of the second world war, and tell our erstwhile friends that they are now on their own.
