The Ambivalence of the United States on Humanitarian Issues

No one expected the collapse of the Soviet Union when it happened and second the united states became the preeminent world power. i think the americans are still ambivalent about being what you called a hegemon we never really wanted to be an empire. figuring out what to do on humanitarian issues is more complicated than people think.
