In Australia, bank hybrids are converted into equity. If and only if the bank is about to fail or it's equity to ratio falls to a much lower 5.1 to 5%. Now, these bank hybrid write downs and even write downs of bonds are surprisingly common in Europe. We've seen many instances of hybrid balance writes down by European countries like Portugal, Spain, the UK and Switzerland. They have the strongest capital ratios in the world but they also hold by far the strongest liquidity buffers in the world.
