If people can't hear, they actually have a harder time enunciating in a particular way. Part of it is that over time we develop sensitivity to the very specific speech sounds in a given language. And so you can imagine a child that's raised continuously in white noise would be really deprived of those kinds of sounds for it to develop properly. We should try to understand this definitively.
