He wanted to build an amusement park for African Americans barred from white's onlyamuse parks in rye and dobbs ferry. Riley planned to bring customers to the island using a fleet of 60 motor boats and to build the park without a fence,. This didn't sit well with corrections officials who feared the great influx of visitors would cause a rash of escapes and contraband smuggling.
