In 19 25, a rich real estate speculator named solomon riley bought four acres of the island's west side and decided to develop it. He wanted to build an amusement park for African Americans barred from white's onlyamuse parks in rye and dobbs ferry. Riley planned to bring customers to the island using a fleet of 60 motor boats and to build the park without a fence,. This didn't sit well with corrections officials who feared the great influx of visitors would cause a rash of escapes and contraband smuggling.
