The Emancipation of the Slaveholding States in the Union

Lincoln is able to think about a constitutional solution to this problem that may or may not work after the civil war. He abandons his colonization strategy in 18 63 and believes it's important then, to push for actual freedom. The new thirteenth amendment passes both houses of congress in 18 65 and is ratified by the states. It is the very opposite of the original Thirteenth Amendment: neither slavery nor involuntary servitude except as punish ent for crime.
