Is Causation a Mental Act for Hume?

Hume says physical fact is causally dependent. But he's actually saying, I'm explaining this physical fact of causation by saying it's not caused by something mental. So including causality in the explanation of causality seems like a weird interpretation. The dependence either has to do with the existence of these things or the form in which they appear to us. And that's the sense in which the physical fact, so to speak, the phenomena depend upon mental facts - ultimately facts about our faculties.
