In the pre-2014 era, this is largely an administration run, administration led movement. So much so that you had students who, when they heard the rules, would actively rebel against them as 19 year olds are wanting to do. And something shifts in 2013, 2014, where this changes from an administrator led movement to an administrator and student led movement. It's happening precisely at the time you wouldn't expect it to happen. The problems facing the bottom half socioeconomically of the U.S. are very different than the problems that we're talking about in Cawling the American Mind.
