The Role of Dissent in the Ministry of Finance
In terms of dissent, we have someone like B.R. Shanoi who famously gave his dissent to the second plan. How does dissent work both in these expert committee reports and outside of the reports within government and civil service? Is there like a proper channel through which dissent is recorded or it's done largely through interpersonal connections? And you know, my view on this, I don't agree, but I might be willing to go or I'll move to another department.
