Is That a Cheat Code for Machine Learning?

A couple of years ago, there was this thing called transfer learning. You can take what they have trained this huge model with all the weights and parameters. And you can just chop off the last layer and put your own model. It really cuts out so much effort. Is that kind of the idea? Like you give it a little bit of knowledge, but not too much.
