In context if you've never read his letter to the Corinthians before Paul is dealing with a group of false apostles who claim to be spiritual Christian leaders but in reality are deceitful workers. The word appeal there in Greek means a polite request it was official word used by like diplomats. He's not trying to coerce or to control people he's calling people to Christ.
