All plans for partition were dropped in the 19 39 white paper. In an independent bi na state, both jews and arabs would participate in a representative government. Jewish emigration would be restricted to just 15 thousand per year for five years. Further transfers of land to the jewish agency or the jewish national fund would also be banned. The british administration would now operate with orders to establish an independent palestine within ten years - at which point the mandate would officially end.
