Is the Security Council Responsible for the Use of Force for Human Protection?

If the security council does not authorize the use of force and it can't be justified under self defense, where does that legitimacy stand? I think i've got a pretty strong view on that question. The only one case this century in which the international community has been confronted with what has looked like a credible opportunity to save lives through nonconsensual intervention was libya in 20 11. And when they have, when states have intervened without authorization, illegally, under the guise of protecting people from tyranny and persecution, the results have either been disastrous for large numbers of civilians,. or at best, they've been a fairly inconsequential as in us.
