He worked closely with leaders in Congress to try and make sure that these things were amenable and popular before they got passed. In the second term, he had a stroke, a series of strokes, but a major stroke until he was essentially incapacitated. The 25th amendment would almost certainly be invoked because he couldn't perform his duties as the president of the United States.
