Every big science project then is the maximum technological capability that the political system will bear. And so in a way, you're both kind of you have these two different institutional interests that are both at odds with each other. There has to be, i think, a negotiation. It's not ok, we've got this wonderful project and here's how much it's going to cost. Here's the capability, please give us the money. That isn't how it works.
