In Europe social policy is mostly focused on the bottom. But of course it will be important to focus also on the middle because the middle classes are the safe parts of the democracies in Europe. If you take a look at the election results in the last couple of years and both sides of the Atlantic. The largest worry is that the middle classes become more and more disillusioned and turn to those kinds of populist parties which might lead policies into different undemocratic or less democratic directions.
