A lot of times probation is just keeping people out of trouble. We don't think that they sarily have drug problems and that's what led to their criminality. I'm a little bit more sceptical about claims that the federal government's going to be overwhelmed by these cases, because i think the government actually has,. unlike a lot of state and local governments, the federal government is pretty well resourced.
