Is Open a I a Loss Leader?

Open a i is trying to take enormous market share get all the devs. There seems to be a real emphasis on reducing the size of the training data and getting similar results so it's no longer the models competing on are we trained on this many billion parameters. I'm there sort of more talking about all just using only this many parameters were able to get this quality of results. They did say through a series of system wide optimizations have achieved 90% cost reduction but they're saying 10 times cheaper than before.
