The danger of fragmentation is that dots don't get connected because they are collected and marooned in different parts of the sprawling intelligence community. Is there a way to mitigate that potential downsidea looking at your book? I think we need to tilt more toward innovation, but you ask how to mitigate those challenges? A lot of it has to do with culture. So even if we have a separate open source intelligence agency, it is a constant battle to get existing agencies to recognize the value of open sorce.
