The Germans Have Nothing in Common With French
He says that the Germans have as yet nothing in common with French in this respect. And so he's using people in the sense of what would we say? The culture is popular and the whole people are necessarily make up the culture. France is a very civilized place but post-French revolution especially. They have ideas of liberty, equality and brotherhood.
